Trump Announces Reciprocal Tariffs on Over 60 Countries
On April 2, 2025, President Donald Trump announced baseline tariffs starting with 10% for all countries beginning on April 5, 2025, adding higher reciprocal tariffs of up to 50% beginning on April 9, 2025 on specific countries with which the United States has the largest trade deficits or that impose non-tariff barriers on U.S. goods.
Another Update: Section 232 Countermeasures and Retaliation
Since the publication of the announcement regarding the Section 232 Steel and Aluminum tariffs sent out yesterday, additional details regarding the countermeasures to be imposed by the European Union have been released, which will become effective in two phases: (1) on April 1, 2025 relating to the original countermeasures/retaliation imposed during the initial Section 232 tariffs and that have been suspended, followed by (2) additional countermeasures/retaliation to enter into force likely in mid-April.
UPDATED IMPLEMENTED Section 232 Tariffs Steel and Aluminum Articles and Derivatives
The Section 232 steel and aluminum 25% ad valorem tariffs are now in effect against all steel and aluminum articles and all listed derivatives, including many automotive, construction and consumer products. Aluminum articles and derivatives from Russia are subject to 200% tariffs.
The United States Delays Implementation of IEEPA Tariffs Against Canada and Mexico for USMCA Qualifying Goods Until April 2, 2025
United States President Donald Trump issued two executive orders (“EOs”) on March 6, 2025 delaying for thirty (30) days the 25% tariffs imposed against products of Canada or Mexico (10% tariffs for energy products of Canada) pursuant to the International Emergency Economic Powers Act (“IEEPA”).
